1. What is the vision of the Prisons Department?

  • To provide for the safe and secure detention of the prisoners committed to Prison custody.

  • To provide for the reformation and rehabilitation of prisoners.

  • To provide for Basic Minimum facilities to prisoners to maintain human dignity.

2. What is the Mission of Prisons Department?

  • To provide minimum standard of living/treatment to the prisoners remanded to judicial custody and at the same time to reform /rehabilitate them by involving them in various vocational, spiritual, educational activities so that they become useful citizen of the country after their release.

3. What is the organization set up of Prisons Department?

  • The Director General of Prisons, Delhi is the Head of the Prison Department and is assisted by Addl.I.G.(P) and Deputy Inspector General of Prisons. A Jail Superintendent heads each jails and Deputy Superintendents, Assistant Superintendents, Head Warders and Warders assist him.

  • The custodial duties of the prisoners are performed by the Jail Staff where as the external security, Patrolling, search etc. are taken care by Tamil Nadu Special Police, ITBP and Central Reserve Police Force.

  • A Battalion of Delhi Armed Police handles the escorting of the prisoners to the courts/hospitals etc.

  • A Resident Medical Officer heads the Medical Administration of all Jails. Senior Medical Officers head the Medical administration of each jail assisted by Medical Officers and other para-medical staff.

5. What are the working hours for office and public ?

  • Working hours in PHQ

  • 9.30 a.m. to 6.00 p.m. – Monday to Friday 

  • Working hours for Mulakat with Prisoners 

  • 9.30 a.m. to 1.00 p.m. (Mulakat by relatives & friends)

  • 3.30 PM to 5.30 PM (Mulakat with Advocate/counsels & Embassy officials).

  • No public meeting on Saturdays, Sundays and Holidays

6. What type of services are being provided?

  • Safe detention and release of prisoners;

  • wholesome and hygienic food to prisoners,

  • arranging interviews of prisoners with their relatives/friends;

  • visitor management system/tele-booking of interviews

  • education, spiritual, vocational and recreational activities for the prisoners in association with reputed NGOs;

  • specialty and super specialty medical care to prisoners lodged in jails,

  • crèche facilities to the children staying with female prisoners,

  • Free Legal Aid to Prisoners

  • Holding of Special Courts for the confessing undertrials in petty offences

  • Video Conferencing between courts and jails for extension of judicial remand.

7. What is the Mechanism for redressal of grievances ?

  • General Public can meet concerned jail Supdt., DIG(P) and DG(Prisons) in connection with any of their grievances on all working days

  • DG (Prisons) petition box is circulated in all jails through the Petitions officer for speedy redressal.

  • DIG(P) is the Vigilance officer – all complaints can be addressed to DG/DIG.

  • Sampark Sabha by DG and Superintendents

  • Panchayats of prisoners in each jail by Supdt Jail and Mahapanchayat with DG (Prisons).

  • Visit of official and non-official visitors.

  • Monthly visit by designated Addl. Sessions Judges who have their own petition boxes also.

  • Fortnight visits by District Magistrates/Addl. District Magistrates.

  • Grievance Redressal Committee U/S 57 of the Delhi Prisons Act, 2000 has been constituted in each jail – Appeal lies to DIG (P)

  • Petitions to trial courts – prisoners can petition about their grievances.

8. How Right to Information Act is implemented in Delhi Prisons?

For Right to Information Act, 2005 each Jail Supdt. is Public Information Officer for the concerned Jail and Dy. Inspector General (prisons) is Public Information Officer for Prisons Head Quarters. The 1st Appellant Authority is the Director General (Prisons) for all Public Information Officer’s. 

All the Deputy Superintendents are Assistant PIO of their respective jails and Law officer is the Assistant PIO for Prison Headquarters.

  • Visit of Judges of Supreme Court of India and Delhi High Court

  • Visit of Deputy Commissioners.

  • Visit of Additional Session Judges.

  • Visit of Board of Visitors.

  • Reformation activities by various NGO’s.

  • Visit of Members of Parliament/Member of Legislative Assembly

  • Visit of DG/IG (Prisons) of various States.

  • Visit of Senior Government Officers From Center and Delhi State Government.

  • Visit of Members of National and Delhi Commission for women.

  • Visit of members from Visual and Print Media

  • Visit of ICRC team

  • Visit of UNDP team

  • Holding of Consular access for the Pakistani prisoners in the presence of Senior Pakistani Embassy officials.

10. What is the Jail Wise Lodging and the days fixed for Mulakat?

LODGING OF PRISONERS

Jail No.1  All Tis Hazari Courts prisoners bearing alphabet 'M' to 'Z' (except alphabet 'V' & 'W'). 
Jail No.2:   All Convicts.
Jail No.3:   (i)  Tis Hazari Courts of alphabets 'A' to 'L', 'V' & 'W' Prisoners lodged in IGNOU    ward + Hospital. 
Jail No.4:  All  Patiala House Court Prisoners
Jail No.5:  Male Adolescent Prisoners
Jail No.6:  Female Prisoners
Jail No.7:   All Dwarka Courts Prisoners except  'S' alphabets)
Jail No.8/9:   All Karkardooma Court Prisoners + 'S' alphabet of Dwarka Courts
Rohini:  All Rohini Courts Prisoners

The Prisoners facing multiple cases of Rohini Courts and other Courts will be shifted to the concerned jail other than Rohini.]
